I like the colors of the dress, kind of a folk look, and I like the design.
Even though open shoulders designs seem breathier, they cause sunburn when a child is outside, and a sunscreen is always needed in that area even when it`s not that sunny.
I prefer short sleeves for a child in the summer, the best protection for the easiest to sunburn areas is still clothing.
